Staten Island Cop Possibly a Passenger in Fatal DWI Accident

A New York accident resulting in the death of a woman may have involved two Staten Island police officers. The incident took place at the intersection of Avenue N and East 56th Street in the Brooklyn area.

The victim, Vionique Valnord, 33, was struck down by a sport utility vehicle (SUV) as she crossed Avenue N to hail a cab. Valnord was pronounced dead upon arrival at Kings County Hospital.

The driver of the SUV that struck her was driven by Police Officer Andrew Kelly, an officer at the 68th Precinct in Bay Ridge. Kelly has been charged with driving while intoxicated and vehicular manslaughter.

There were allegedly three other passengers in the SUV when the incident took place. According to reports, they all fled the scene. Kelly stayed at the scene to assist Valnord before emergency crews arrived.

Kelly was released on $200,000 bail after pleading not guilty in Brooklyn Criminal Court. He has currently been suspended without pay.

One of the other passengers allegedly traveling with Kelly included Michael Downs, of Eltingville, an officer at the 70th Precinct in Brooklyn. Downs, who fled the scene, later turned himself in. He claimed that an investigator at the scene told him he was clear to leave and that he should return to his station house and remain there. Downs has also been suspended.

The incident is still under investigation. It is believed that one of the other passengers may also have been a police officer.
