According to New York driving laws if any person operating a motor vehicle, who knowing or having cause to know that personal injury has been caused to another person, due to an incident involving the motor vehicle operated by such person it is required that the person who caused the injuries must give their personal information (name, address, phone number, license, registration, plate number - and all that is applicable to the situation) to a police officer and to the injured person (if practical). 

The New York Motor Vehicles Department considers a golf cart a form of a motor vehicle.  Therefore the person driving the golf cart was required to stay at the scene of the accident and required to give all applicable personal information to a police officer and the injured teen or a family member (if practical).  Instead of calling an ambulance and waiting for a police officer to arrive on scene he chose to, instead, flee from the scene of the accident. 

This is and the fact that the teenager died due to the golf cart driver's impact are two major reasons why the District Attorney is likely to press charges.
